Karl Giskra je významným rodákem Moravské Třebové. Na svět přišel 29. ledna 1820. Po absolvování gymnázia v Brně studoval na Vídeňské univerzitě, kde v roce 1840 obdržel titul doktora filozofie, o tři roky později i titul doktora práv. Na Vídeňské univerzitě přednášel historii, heraldiku a politické vědy. V letech 1866 až 1867 byl starostou Brna, za jeho působení prošlo město značnou modernizací. V roce 1867 se stal rakouským ministrem vnitra, tento post zastával do roku 1870. Zemřel dne 12. dubna 1879 v Badenu.

V roce 1910 si moravskotřebovský muzejní spolek objednal u akademického malíře Eduarda Gerische ve Vídni kopii portrétu ministra Dr. Karla Giskry vytvořenou podle originálu Gustava Gaula z roku 1873. Kopie byla umístěna v muzeu v tzv. Wondrazimmer spolu s portréty Wondrů a významných osobností s vazbami na tuto rodinu. Karla Giskru totiž s rodinou Wondrových pojil příbuzenský vztah.

Karl Giskra is one of the most distinguished figures born in Moravská Třebová, where he was born on January 29, 1820. After graduating from the grammar school (gymnázium) in Brno, he studied at the University of Vienna, where he earned a Doctorate in Philosophy in 1840 and a Doctorate in Law three years later. He subsequently lectured on history, heraldry, and political science at the same university.

Between 1866 and 1867, Giskra served as the Mayor of Brno, a period during which the city underwent significant modernization under his leadership. In 1867, he was appointed the Austrian Minister of the Interior, a position he held until 1870. He passed away on April 12, 1879, in Baden.

In 1910, the Moravská Třebová Museum Association commissioned the academic painter Eduard Gerische in Vienna to create a copy of the portrait of Minister Dr. Karl Giskra. This copy was based on the 1873 original by Gustav Gaul. The painting was placed in the museum’s „Wondrazimmer“ alongside portraits of the Wondra family and other notable figures connected to them. Indeed, Karl Giskra was linked to the Wondra family through kinship.
